Establishes a civil violation penalty of $1,000 per day for intentional violations of the fluoridation prohibition

Requires current fluoridating water systems to cease adding fluoride within 90 days of the law's effective date and notify customers of the cessation date

Defines "natural fluoride level" as the concentration of fluoride present from naturally occurring sources
