School administrative units must report to the Commissioner of Education by July 1st annually the total number of student transfer requests received, including both incoming and outgoing transfer requests

Reports must include the number of transfers accepted, number denied, written descriptions for each denial, and whether the unit was the sending or receiving school

The Commissioner of Education must publish de-identified transfer data annually on the Department of Education's public website

De-identified information must also be published for transfer determinations reviewed by the commissioner, including written decisions on accepted and denied transfers

"De-identified" is defined as having all potential personal identifying information of students removed
