Investor-owned transmission and distribution utilities would be permitted to own, have financial interest in, or control generation and generation-related assets beginning March 1, 2026

The Public Utilities Commission must adopt major substantive rules establishing terms, conditions, and standards of conduct for utility ownership of generation assets

Ratepayers cannot be held responsible for costs of utility-owned generation assets unless specifically approved by the commission

Utilities must maintain separate accounts and records for transmission/distribution operations versus any generation assets they own

The commission may establish standards of conduct for generation ownership by affiliates of investor-owned utilities, with "affiliate" defined as entities with direct or indirect ownership interest in the utility
