Authorizes the Department of Administrative and Financial Services to deny cannabis cultivation registrations for geographical locations with repeated violations under the Maine Medical Use of Cannabis Act or Cannabis Legalization Act

Allows placement of a moratorium up to 10 years on specific geographical locations where repeated violations have occurred, blocking new cannabis cultivation licenses at those sites

Requires cultivation facility license applicants to submit information about their proposed geographical location

Expands the definition of "good cause" for license denial or revocation to include operating at a location under moratorium or with repeated violations

Prohibits licensed cultivation facilities from relocating to any geographical location under moratorium or with a history of repeated violations
