Requires all health insurance policies in Maine to cover FDA-approved nonprescription oral hormonal contraceptives and nonprescription emergency contraceptives without any deductible, copayment, or other cost-sharing

No prescription is required to obtain coverage for these nonprescription contraceptives; insurers must allow enrollees to either obtain them at point of sale without cost-sharing or pay out-of-pocket and submit for reimbursement

Coverage must include a 12-month supply of nonprescription oral hormonal contraceptives, which may be furnished all at once or dispensed over the 12-month period

Applies to policies issued or renewed on or after January 1, 2026; signed into law by the Governor on July 1, 2025 as Public Law Chapter 445

Appropriates $62,016 from the General Fund and $21,571 from the Highway Fund for fiscal year 2026-27 to implement the expanded coverage requirements
