Creates a transportation planning incentive funding program where municipalities that adopt community transportation plans for state highway corridors can apply for competitive grants to purchase rural lands adjacent to highways or plan development of public/town ways

Extends Department of Transportation access management rules to all state highways, not just controlled access highways, requiring denial of ingress/egress where access rights have been acquired

Restricts driveway permit waivers to properties located within locally designated growth areas identified in state-approved comprehensive plans, removing the previous exception for properties with no other road access outside urban compact areas

Requires municipalities receiving incentive funding to repay the department if they repeal or revise their community transportation plan or related ordinances within 10 years of receipt, unless the change is department-approved

Department of Transportation must begin soliciting municipal applications in fiscal year 2026-27 and provide incentive funding beginning in fiscal year 2027-28, using funds from quality communities initiative programs
