Establishes a 12-member Working Group to Study Changing the Start of the State Fiscal Year, with bipartisan representation from the Senate (4), House (4), municipalities (2), and school administrative units (2)

Working group will examine shifting Maine's fiscal year from July 1st–June 30th to October 1st–September 30th, aligning with the federal fiscal year

Study scope includes benefits and detriments, fiscal impacts on state and local governments, required changes to accounting systems, and necessary statutory amendments

All appointments must be made within 30 days of the resolve's effective date, with Legislative Council providing staff support

Final report with findings, recommendations, and suggested legislation due to the Appropriations and Financial Affairs Committee by December 3, 2025
