Adds environmental stewardship as a new long-term goal for the Midcoast Regional Redevelopment Authority, requiring protection against harm to the environment and residents of the primary impact community

Expands the board of trustees from 11 to 12 voting members, with new requirements that at least 3 trustees be Brunswick residents, officials, or business owners, and at least one be from Topsham

Increases ex officio commissioner seats from 1 to 2, drawing from different state departments, and removes the prohibition on trustees holding elected municipal, county, or state office

Requires all authority property to be subject to the Uniform Environmental Covenants Act, with environmental covenants to be established by January 1, 2027

Exempts developments on authority-owned property from certain Site Location of Development Act provisions (38 MRSA §488, sub-§15)
