Removes the current exemption that prohibits expulsion of students enrolled in grade 5 or below for offenses including deliberate disobedience, violence, weapons possession, or drug-related violations

Eliminates the restriction limiting out-of-school suspensions for students in grade 5 or below to only cases of imminent danger when less restrictive interventions would be ineffective

Removes the 3-day maximum cap on out-of-school suspensions for students in grade 5 or below

Repeals provisions (paragraphs J and K) of 20-A MRSA §1001, sub-§15 that were enacted in 2021 to provide additional protections for younger students
