Establishes the Maine Invasive Species Advisory Council, a 20-member body including 8 legislative/executive members and 12 Governor-appointed representatives from fisheries, agriculture, forest industries, tribal nations, outdoor recreation, and environmental organizations

Creates the Comprehensive Invasive Species Management Office within the Governor's Office, staffed by a statewide coordinator to coordinate interagency invasive species prevention, management, education, and outreach

Requires the council to develop and submit a comprehensive invasive species management plan covering all taxa to the Legislature and Governor by January 1, 2027, with updates every 2 years thereafter

Mandates the council meet at least quarterly and organize a biennial invasive species summit to maintain focus on the comprehensive plan

Legislative members receive per diem and travel reimbursement; Governor-appointed members serve 4-year terms with staggered initial appointments of 2 and 3 years
