Establishes a 10-member Cannabis Advisory Council to advise the Director of the Office of Cannabis Policy and the Legislature's joint standing committee on cannabis matters

Council membership includes 3 medical cannabis registrants (appointed by Senate President), 3 adult use licensees (appointed by Speaker of the House), 2 public members, 1 municipal official, and 1 cannabis science expert

Council responsibilities include recommending improvements to medical and adult use cannabis industries, addressing tracking system contracts, public health protection, and federal legalization issues

Members serve 3-year terms with a maximum of 2 consecutive terms; council must meet at least once annually and elects its own chair and vice-chair

Council member expenses are reimbursed equally from the Adult Use Cannabis Regulatory Coordination Fund and the Medical Use of Cannabis Fund
