Makes participation in Maine's adult use cannabis tracking system voluntary for all cannabis establishment licensees, rather than mandatory

Requires the Office of Cannabis Policy to adopt major substantive rules establishing minimum inventory control system requirements for licensees who opt out of the state tracking system

Prohibits the Office of Cannabis Policy from renewing, extending, or entering into any new contracts with third-party entities for tracking system administration

Directs the office to cancel or terminate existing third-party tracking system contracts as expeditiously as possible

Requires transfer of all tracking system-related funds to the Maine Veterans' Homes Stabilization Fund by June 30, 2026
