Commissioner of Marine Resources must allocate one commercial menhaden fishing license to each of 14 designated Maine island communities: Chebeague Island, Cliff Island, Frenchboro, Great Cranberry Island, Isle au Haut, Islesboro, Islesford, Long Island in Casco Bay, Matinicus Isle, Monhegan, North Haven, Peaks Island, Swan's Island, and Vinalhaven

Licenses may only be issued to residents of the designated island community and cannot be transferred to residents of other island communities

Licenses that go unissued for 3 consecutive years may be reallocated by the commissioner to another island community on the list

Commissioner must coordinate with municipal officers and local organizations to verify applicant residency, facilitate license allocation, and identify needs for additional licenses to attract year-round residents
