Allocates one scallop dragging license to each of 14 designated Maine island communities: Chebeague Island, Cliff Island, Frenchboro, Great Cranberry Island, Isle au Haut, Islesboro, Islesford, Long Island in Casco Bay, Matinicus Isle, Monhegan, North Haven, Peaks Island, Swan's Island, and Vinalhaven

Licenses must be issued to applicants who are residents of the respective island community

Licenses cannot be transferred to residents of a different island community than the one for which it was allocated

Licenses unissued for 3 consecutive years may be reallocated by the Commissioner of Marine Resources to another eligible island community

Commissioner must work with municipal officers and local organizations to implement the program, including verifying residency and identifying needs for additional licenses to attract year-round residents
