Requires the supervised community confinement evaluation process to consider information from the Office of Victim Services and allow time extensions for the office to contact crime victims

Mandates evaluation of whether proposed confinement plans address reasonable safety concerns raised by community members and victims

Creates additional review requirements for prisoners convicted of crimes against family members, household members, or dating partners, including consideration of domestic violence risk assessments and notification to district attorneys and local domestic violence resource centers

Allows the commissioner to require prisoners on supervised community confinement to continue paying outstanding victim restitution at levels similar to what they would pay while incarcerated, if they have financial resources

Grants prisoners denied transfer to supervised community confinement the right to appeal that determination to the commissioner
