Expands required documentation for dam owners petitioning the Department of Environmental Protection for release from dam ownership, adding 14 new categories of information including purchase agreements, insurance policies, permits, engineering reports, and environmental assessments

Requires petitioners to submit 10-year historical and projected capital improvement plans, maintenance budgets, and revenue itemization for the dam and related impoundment

Mandates disclosure of hazardous material testing results (including PCBs and asbestos) for dam structures, piping, and coatings

Requires submission of emergency action plans, operations and maintenance plans from Maine Emergency Management Agency, and inspection records from the prior 24 months

Adds economic impact on surrounding communities (private and municipal interests) as a new factor the Department of Inland Fisheries and Wildlife must consider when determining whether to assume ownership of a dam
