Establishes the Career Advancement and Navigation Program permanently within the Department of Education, requiring one college and career success coordinator at each Maine Community College campus to provide academic support, advising, and referrals to students

Requires the Department of Education to submit annual reports to the Legislature beginning December 3, 2025, assessing adult education needs relative to funding, program outcomes, and recommendations for improvement

Mandates the Department provide written justification to the Legislature when appropriated adult education funds are not disbursed according to established reimbursement procedures

Requires biennial stakeholder input sessions with adult education directors, instructors, professional associations, and students prior to budget finalization to inform statewide goals and funding priorities

Directs the Legislature to appropriate 100% of the state's adult education funding obligation from the General Fund; designated as emergency legislation taking effect immediately upon approval
