Parents may request student transfers between school administrative units at any time during the current school year, but must wait until April 15th to request transfers for the following school year

Transfer requests must be submitted to the superintendent of the student's resident district, who must consult with the receiving district's superintendent; both superintendents must approve the transfer within 30 calendar days

Superintendents may only approve transfers if they find it is in the best interest of the student and school community, and must provide written documentation of their decision and reasoning to parents

If one superintendent denies a transfer, parents have 15 days to request Commissioner of Education review, who may approve or deny the transfer; that decision can be further appealed to the State Board of Education within 15 days

If both superintendents deny the transfer, the commissioner reviews only whether proper procedures were followed, and if procedures were followed, the denial is final and binding with no further appeal
