Manufactured housing community owners must provide at least 90 days' written notice before increasing lot rent or fees, up from the previous 30-day requirement for rule changes.

Required notice must include the owner's contact information, dollar amount of increase, average comparable lot rents/fees in the area, and the "allowed increase" calculated as 1% above the Consumer Price Index for the Northeast Region.

Manufactured home owners may request mediation if the proposed increase exceeds the allowed CPI-based threshold, requiring signatures from 51% or more of households and certified mail delivery within 90 days of the notice.

Community owners must pay all mediation costs; bad faith conduct (including failure to participate) delays the rent or fee increase by at least 6 months.
