Requires the Governor's Energy Office to use consistent energy forecasting methods across all state energy planning and make the methodology available to other state agencies

Adds definitions for "advanced conductor" (electrical conductors with at least 10% lower resistance than existing similar-diameter conductors) and "grid-enhancing technology" to integrated grid planning requirements, effective February 1, 2026

Expands integrated grid plan requirements to include analysis of advanced conductors, grid-enhancing technologies, and low-voltage sensors for monitoring power quality, transformer status, and distributed energy resource capacity

Directs the Public Utilities Commission to review the nonwires alternative process and report recommendations to the Legislature by March 1, 2026

Requires the Public Utilities Commission to evaluate flexible interconnection options for distributed energy resources and submit an initial report by February 15, 2026 and a final report by February 15, 2027
