Creates a new "commercial sporting camp" license category for establishments offering lodging, meals, equipment, and guide services for hunting, fishing, or snowmobiling in unorganized territories or municipalities with fewer than 1,500 residents

Exempts commercial sporting camps without municipal water supply from requirements to install sprinkler systems or upgrade existing plumbing and septic systems, as long as current systems are operational

Allows commercial sporting camp licenses to automatically transfer to new owners upon sale without additional licensing requirements

Permits licensed commercial sporting camps to serve or cater meals to the general public if they meet Class A restaurant standards

Makes commercial sporting camps eligible for a separate moose permit drawing for hunting outfitters
