Creates new Chapter 51 in Maine law requiring the Department of Labor, Governor's Energy Office, Public Utilities Commission, and Office of Policy Innovation and the Future to develop a fact sheet and technical resource guide on labor standards for energy projects with nameplate capacity of one megawatt or more

Requires the guide to cover wage and hour laws compliance, labor standards for priority selection in requests for proposals, contractor/subcontractor statutory requirements, employer obligations, and enforcement procedures with penalties

Mandates that project developers and their prime contractors each submit annual attestations under penalty of perjury confirming they reviewed the materials, understand the requirements, and informed all contractors and subcontractors before any site work may begin

Requires the Department of Labor to submit annual reports to the Legislature beginning February 15, 2027, detailing the number of assisted projects, entities receiving fact sheets, technical assistance provided, and attestations received
