Allows distilleries, small distilleries, rectifiers, and out-of-state spirits manufacturers to obtain a spirits direct shipper license (up to $200 application fee, $50 annual renewal) to ship spirits directly to Maine consumers aged 21 or older for personal use

Limits shipments to 1 case equivalent per recipient address every 3 months and 4 case equivalents per year; direct shippers are capped at 60 case equivalents total per calendar year within Maine

Requires all shipments via common carrier with packages labeled "CONTAINS ALCOHOL: SIGNATURE OF A PERSON 21 YEARS OF AGE OR OLDER IS REQUIRED FOR DELIVERY" and age verification upon delivery

Establishes quarterly reporting requirements for direct shippers, fulfillment providers, and common carriers, with 2-year records retention and penalties up to $5,000 for delivering to minors

Takes effect July 1, 2026, with spirits pricing set at commission-determined retail prices and direct shippers required to pay applicable taxes and fees to the Bureau of Alcoholic Beverages and Lottery Operations
