Requires the Department of Health and Human Services to provisionally approve MaineCare provider enrollment applications within 48 hours for providers in good standing who have a national provider identifier and work for health care entities with greater than 90% enrollment approval rates over the previous 5 years

Provisional approval automatically becomes final approval after 60 days unless the department affirmatively revokes it during that period

Department retains authority to suspend or revoke approval at any time if a material deficiency is found, and may seek reimbursement for any payments made during the provisional period if approval is revoked

Providers whose approval is revoked lose eligibility for expedited enrollment and must complete the regular enrollment process to regain MaineCare participation

Department must adopt routine technical rules defining "good standing," "material deficiency," methods for calculating employer approval rates, and processes for suspending provisional approval status
