Prohibits transfer policies from discriminating against students based on residential address, ability, disability, race, ethnicity, sex, or socioeconomic status

Requires school administrative units to report transfer applications, acceptances, denials, and denial reasons to the Commissioner of Education annually by July 1st

Mandates education service center members adopt mutual transfer policies and requires the commissioner to adopt rules ensuring homeless students have unrestricted access to free public education
