Allows voting-age residents who are not municipal officers to serve on the Waldo County Budget Committee when no municipal officer in a district is willing to be nominated, provided the other 2 committee members from that district are municipal officers

Removes the requirement that budget committee members must maintain their status as municipal officers throughout their 3-year term

Permits any voting-age municipal resident to fill budget committee vacancies, rather than requiring the replacement be a municipal officer

Transfers final budget adoption authority to the budget committee, with county commissioners only able to modify the adopted budget by unanimous vote

Grants the budget committee power to reject commissioner changes to the budget by a 2/3 vote, with such decisions being final and not subject to further action by either body
