Expands the definition of "temporary nurse agency" to include online platforms and marketplaces that advertise for and facilitate placement of temporary nurses, certified nursing assistants, or other qualified staff in Maine organizations

Requires temporary nurse agencies to use the state Background Check Center for direct access workers when screening employees

Authorizes the Department of Health and Human Services to enter into consent agreements with applicants or registrants to resolve regulatory matters without further proceedings

Consent agreements require approval from the applicant/registrant, the department, and the Office of the Attorney General, and may include any remedy, penalty, or fine otherwise available by law
