Establishes the Trust for a Healthy Maine, a 15-member board to receive tobacco settlement funds and distribute them for disease prevention, public health programs, and tobacco use prevention at CDC-recommended levels (70% in FY 2025-26, 100% thereafter)

Creates a Trust for a Healthy Maine Trust Fund as a nonlapsing fund to hold settlement money, with the State Controller required to transfer $36,604,210 from the existing Fund for a Healthy Maine to the General Fund by June 30, 2026

Requires annual funding disbursement plans that allocate 0.6% of settlement funds each to the Attorney General's Office and trust administration, up to 5% each to internal stabilization and flexible accounts, with remaining funds going to a health equity and health improvement account

Mandates at least 15% (FY 2025-26) and 20% (subsequent years) of health equity account funds be used to address structural inequity, systemic racism, public health workforce development, and community health coalitions

Prohibits trustees associated with tobacco, alcohol, or cannabis industries from serving on the board, and generally restricts trust fund disbursements from being used for direct medical care (with limited exception for elderly low-cost drug program if General Fund appropriation falls below $2,400,000)
