Prohibits new net energy billing agreements for "front of the meter" distributed generation resources (connected on the utility side of customer meters) after December 31, 2025, and prevents extending existing agreement end dates after June 1, 2025

Establishes monthly project charges beginning January 1, 2026 for shared-interest distributed generation: $6.00/kW for facilities 3-5 MW, $2.80/kW for facilities 1-3 MW, and zero for facilities under 1 MW, with exemptions for customer-owned or cooperative-owned projects

Sets tariff rates for net energy billing participants at 2.25% annual increases starting January 1, 2027, with rates based on 2025 or 2026 baseline levels depending on facility size, and caps transmission/distribution credit compensation increases at 2.25% annually

Requires the Public Utilities Commission to initiate competitive procurement by November 1, 2025 for energy or renewable energy credits from eligible distributed generation resources that reached commercial operation before that date

Directs the Governor's Energy Office to design a replacement "front of the meter" distributed energy resource program by September 30, 2026, considering factors like time/location value of generation, energy storage incentives, and value-based compensation models
