Reduces the criminal classification for possession of under 2 grams of certain Schedule W drugs from a Class C crime to a Class D crime (misdemeanor)

Raises the threshold for Class C felony possession from 200 milligrams to 2 grams for heroin, oxycodone, hydrocodone, hydromorphone, methamphetamine, and fentanyl powder

Raises the Class C felony threshold for cocaine and cocaine base from 2 grams to 2 grams or more (effectively keeping the same threshold but creating a new lower tier)

Applies to eight specific Schedule W substances: heroin, cocaine, cocaine base, oxycodone, hydrocodone, hydromorphone, methamphetamine, and fentanyl powder
