Adds explicit language requiring the commission's legal services system to provide "high-quality, effective and efficient indigent legal services"

Establishes confidentiality protections for training materials, handouts, recordings, and documents used in attorney training and evaluation programs, while allowing the commission to share materials as needed for its duties

Expands court disclosure requirements to cover all records "required to be maintained as confidential under this chapter" (rather than just one subsection) when shared with the Commission for counsel assignment, evaluation, or supervision
