Creates a new "micro cannabis facility" license allowing a single operator to cultivate, manufacture, and sell adult use cannabis products directly to consumers without obtaining separate licenses for each activity

Limits micro cannabis facilities to a maximum of 1,000 square feet of plant canopy for cultivation

Sets the application fee at $500 and the annual license fee at no more than $2,500

Exempts cannabis cultivated and sold by micro cannabis facilities from the state excise tax on adult use cannabis, though standard sales tax still applies to consumer purchases

Directs the Office of Cannabis Policy to adopt major substantive rules regulating the licensure and operation of micro cannabis facilities
