Accelerates Maine's clean electricity target from 100% renewable by 2050 to 90% renewable plus 10% "clean resources" by January 1, 2040

Creates new "Class III resource" or "clean resource" category that includes nuclear power plants, hydroelectric generators meeting fish passage requirements, and other generation with de minimis greenhouse gas emissions certified by the Department of Environmental Protection

Establishes new portfolio requirements for Class III resources starting at 1% in 2031 and increasing annually to 10% by 2040, with existing contracts executed before September 30, 2025 exempted

Increases Class IA renewable resource requirements beyond the existing 40% cap, rising by 1% annually from 41% in 2031 to 50% by 2040 and thereafter

Authorizes the Public Utilities Commission to suspend scheduled portfolio increases if investment in Class III resources proves insufficient or if more than 10% of obligations are met through alternative compliance payments for 3 consecutive years
