Prohibits labor unions from charging mandatory service fees to employees who choose not to join or participate in the union that represents their bargaining unit

Eliminates the current authorization allowing unions to collect pro rata fees from non-members for costs related to representational activities like collective bargaining

Amends four sections of Maine labor law (26 MRSA §§963, 979-B, 1023, and 1283) that currently permit these service fee arrangements

Creates new section 26 MRSA §600-C explicitly prohibiting representation service fees for non-participating employees

Applies to employees represented by unions for collective bargaining purposes who have exercised their right to refrain from union membership
