Transfers regulatory authority over pilots operating in Portland Harbor from the Board of Harbor Commissioners for Portland Harbor to the Maine Pilotage Commission, which will now oversee licensure, apprenticeship, continuing education, fees, and safety requirements

Removes the exemption that previously excluded Portland and Casco Bay from the Maine Pilotage Commission's coastal zone jurisdiction

Adds one new member to the Maine Pilotage Commission who has a maritime background, selected from candidates provided by the mayors of Portland and South Portland

Requires noncommercial foreign and American vessels under 350 gross tons used for yacht or recreational purposes to use pilots in Portland Harbor, eliminating an exemption that applies elsewhere in Maine waters

Mandates the Maine Pilotage Commission to begin rulemaking within 6 months to adopt Portland Harbor's existing pilot regulations for at least 24 months before making further amendments
