Requires voters to present unexpired photographic identification (Maine driver's license, nondriver ID card, U.S. passport, military ID, or VA identification card) for both in-person and absentee voting, effective January 1, 2026

Voters without photo ID may cast a challenged ballot and have 4 days after the election to appear before the registrar with valid identification; voters with religious objections to being photographed may complete an affidavit in lieu of photo ID

Secretary of State must provide free nondriver identification cards to individuals without a valid Maine driver's license who will be at least 18 by the next election

Eliminates telephone applications for absentee ballots and automatic absentee ballot enrollment, requiring written applications with photo ID number or copy of photo ID for each election

Limits municipalities to one secured drop box for absentee ballots, requires 24-hour surveillance camera monitoring with video accessible to municipal residents, and mandates bipartisan teams of election officials to handle drop box access and ballot retrieval
