Establishes "All Maine Health" as an independent executive agency to create a publicly-funded, universal health care system covering all Maine residents, with comprehensive benefits including medical, dental, vision, mental health, prescription drugs, and long-term care

Requires no prior authorization or referrals for any covered services, eliminates balance billing, and limits enrollment applications to 2 pages maximum

Creates a 20-member All Maine Health Board (10 patient/public representatives, 10 health care providers) appointed by the Governor, serving 3-year terms with compensation comparable to Public Utilities Commission members

Funds the plan through income-based premiums, a payroll-based business health tax, and federal funding redirected through Section 1332 Affordable Care Act waivers; requires a 10% reserve fund for emergencies and epidemics

Implementation contingent on Legislature approving a fiscal analysis and the U.S. Department of Health and Human Services granting required federal waivers, including authorization to operate as a Medicare Advantage plan
