Authorizes a referendum for Kennebec County voters in November 2026 asking whether to increase county commissioners from 3 to 5 districts with staggered terms beginning in 2028

Requires establishment of an apportionment commission to redraw commissioner districts if voters approve the referendum, following procedures in the Maine Constitution

Sets initial term lengths with 2 commissioners serving 2-year terms and 3 commissioners serving 4-year terms to create staggered elections

Mandates the redistricting plan be submitted to the Legislature by January 15, 2027 for enactment by the 133rd Legislature

Schedules the first election of commissioners in the new 5-district configuration for November 2028
