Requires covered suppliers (entities selling over $6 billion annually in grocery goods) to offer the same terms of sale to all retailers and wholesalers purchasing on the same volume unit basis

Defines "dominant covered retailers" as those with locations in Maine and at least 20 other states with over $18 billion in annual grocery sales, and prohibits them from imposing terms that unreasonably diminish product availability to other retailers

Mandates covered suppliers provide anonymized contract terms to requesting retailers or wholesalers within 14 days, covering sales to dominant retailers in the prior 180-day period

Establishes civil penalties of up to 1.5 times actual damages or the pricing differential suffered, enforceable by the Attorney General through injunctive relief

Provides affirmative defenses for price differences attributable to genuine efficiencies, voluntary acceptance of different terms, or sales of perishable/seasonal/discontinued goods
