Creates new "sun-grown cultivator" category for medical cannabis caregivers who grow cannabis in the flower stage without artificial light, and defines "sun-grown cultivation" for adult use as using sunlight as primary light source with 100 amperes or less of electricity per 1,500 square feet

Allows sun-grown medical caregivers to cultivate up to 150 mature plants annually (versus 30 at any time for standard caregivers) or up to 2,500 square feet of mature plant canopy annually (versus 500 square feet at any time)

Establishes lower license fees for sun-grown adult use cultivation facilities compared to indoor facilities across all tiers (e.g., tier 4: up to $15,000 for sun-grown versus $30,000 for indoor)

Provides 30-day grace period for medical caregiver assistants and adult use cannabis employees to work after submitting their identification card applications

Repeals the prohibition on cannabis collectives under medical use provisions and eliminates mandatory yeast and mold testing requirements for adult use cannabis products
