Adds federal preemption provision allowing federal law to override state authority to ban food packaging containing intentionally added PFAS

Mandates the Department of Environmental Protection adopt surface water quality standards matching federal standards if EPA establishes PFAS limits under the Clean Water Act

Requires state PFAS air emissions standards to be identical to any future EPA emissions standards for PFAS
