Allocates $2,500,000 to a pilot program issuing grants (up to $80,000 per unit) to nonprofit developers to rehabilitate 15 aging housing units for sale to first-time homebuyers earning up to 120% of area median income, with profit-sharing requirements if sold within 36 months
