Exempts island and peninsular municipalities that rely on EPA-designated sole source aquifers from Maine's housing density requirements (30-A MRSA §4364 to §4364-C) until a licensed geologist evaluates whether groundwater and septic capacity can support increased housing

Requires affected municipalities to contract with a licensed geologist with hydrogeology expertise to assess soils, groundwater resources, septic system capacity, and saltwater proximity before any density increases can be mandated

Municipalities must comply with housing density requirements only to the extent the geological evaluation determines the area can support increased density; areas found unable to support density increases remain permanently exempt

Mandates annual reporting to the Department of Economic and Community Development on evaluation progress and housing density actions

Directs the Department of Economic and Community Development and Department of Environmental Protection to adopt routine technical rules establishing evaluation timeframes and geologist selection criteria
