Prohibits lodging establishments from providing personal health or beauty products (shampoo, conditioner, soap, body wash, lotion) in single-use plastic containers under 6 ounces

Applies to hotels, motels, resorts, bed and breakfasts, inns, time-shares, and short-term/vacation rentals; excludes hospitals, nursing homes, prisons, homeless shelters, and long-term rentals

Phased implementation: establishments with 50+ units must comply by January 1, 2030; those with fewer than 50 units by January 1, 2032

Exempts stand-alone cabins, cottages, or apartments on a single parcel with capacity for 12 or fewer guests; allows refillable plastic dispensers and non-plastic single-use containers

Enforcement includes required compliance certification upon department request, with a $100 civil fine for failure to provide certification
