Public outdoor lighting installed or replaced after October 1, 2026 must comply with ANSI/IES lighting standards, with light levels not exceeding 125% of recommended levels

Luminaires over 1,000 lumens must be fully shielded, maximum color temperature is 3,000 kelvins (5,700 for sports lighting), and nonessential lighting must be extinguished during nighttime hours (10 p.m. to sunrise/7 a.m.)

Light trespass to federally or state-designated wilderness areas, natural areas, habitats, or reserves may not exceed 0.1 lux

Exemptions apply for FAA-required lighting, emergency response lighting, temporary road construction lighting, historically registered luminaires, and seasonal decorative lighting

All municipalities must adopt local outdoor lighting ordinances by December 31, 2028, with the Maine Office of Community Affairs providing a model ordinance by September 30, 2026
