Increases the maximum civil fine for water well drilling licensing violations and code of performance violations from $1,000 to $25,000

Creates a new Class D crime for drilling, driving, or boring a water well or geothermal heat exchange well without proper licensure

Applies to persons, companies, firms, partnerships, or corporations who install, alter, repair, or replace water wells, geothermal heat exchange wells, or pump systems without required licenses

Exempts apprentice well drillers and apprentice pump installers working under the existing chapter provisions
