Imposes a 20% sales tax on hemp and hemp products containing THC, effective January 1, 2026

Reduces the transfer to the Adult Use Cannabis Public Health and Safety and Municipal Opt-in Fund from 12% to 6% of cannabis sales and excise tax revenue

Changes the adult use cannabis excise tax method to 10% of the average wholesale price of cannabis sold by cultivation facilities to other licensees

Exempts sales or transfers of adult use cannabis between cultivation facilities and products manufacturing facilities from the excise tax

Shifts excise tax payment and reporting from monthly to quarterly schedule, with returns due by the 15th day of each month following the end of each quarter
