Allows additional Maine counties to join the existing Lincoln and Sagadahoc Multicounty Jail Authority, which was originally limited to just those two counties

Counties seeking to join must hold a public hearing, then an organizational meeting where a majority of county commissioners vote on whether to apply for membership

The jail authority's board of directors must approve new member counties by majority vote, and may impose terms, conditions, or stipulations on joining counties

New member counties would add 6 directors to the board: 3 public members (one from each commissioner district), 2 county commissioners, and 1 sheriff

Requires the jail authority board to submit a report by December 3, 2025 to the Joint Standing Committee on Criminal Justice and Public Safety recommending any additional legislative changes needed to facilitate county expansion
