Establishes the Home Heating Fuel Assistance Program and Office of Home Heating Fuel Assistance within the Department of Health and Human Services, with applications accepted beginning April 1, 2026

Sets income eligibility at households with gross income no greater than 185% of the federal poverty level for regular benefits, with maximum benefit percentages capped at 90% of annual home heating fuel costs

Creates a Home Heating Fuel Assistance Task Force including representatives from low-income communities, older residents, individuals with disabilities, and utility providers to advise the office

Requires the commissioner to implement cost-effective purchasing practices including pre-season fuel purchases, fixed price agreements, automatic delivery, and negotiated discounts with certified suppliers

Directs the Public Utilities Commission by January 15, 2027 to require natural gas suppliers to provide discount programs for customers with incomes at or below 200% of the federal poverty level
