Establishes the Office of the Corrections Ombudsman within the Maine Department of Corrections to receive, investigate, and resolve complaints from incarcerated persons and staff at state correctional facilities (excludes county jails)

Governor appoints the Corrections Ombudsman by October 1, 2026, subject to legislative review and confirmation, for a 3-year term; removal only for just cause such as neglect of duty or misconduct

Grants the ombudsman broad investigative powers including subpoena authority, unannounced facility inspections, access to all department records (including medical and mental health records), and entry during emergency situations like riots or hostage incidents

Requires annual public report by January 31st detailing complaints received, investigations conducted, conditions of confinement, incarcerated person and staff deaths, department legal costs, and grievance summaries

Funds the office through a dedicated General Fund account at 0.13% to 0.16% of the department's annual appropriation; prohibits retaliation against complainants and protects confidentiality of communications with the ombudsman
